This is new slant on President Trump's duty proposal for Mexico to get them to stop helping the illegal immigrants.
First off, exactly what is "fungible"? Money is "fungible". That means one dollar is equal to any other. When you put your money into a bank, do you expect to get your same exact bills back when you make a withdrawal? No! One dollar is the same as any other. Well, the seam applies to punishment. If you were to rob a bank or kill some one, the punishment could be the same. They would send you to the same jail or prison. If your child were to steal some thing, does it make a difference if you slap them on the hand or on their butt? Punishment is punishment, pure and simple.
Now for Mexico. They are not helping with the illegal immigrants who march across their country to our Southern border and we want to punish them for not helping. There are many alternatives, but all have a single affect and that is to "punish" Mexico for not helping. I hear all kinds of people claiming that the duties hurt US companies and people. It seems that they feel there is some kind of "perfect" punishment that would not hurt any US company or person. It is like the argument against President Trump's tax cut. The tax cut does not directly help 100% of the people. That is true, because there is no action of any kind that would help 100% of the people and no action exists that would help 100% of the people.
Mexico, like China has been taking advantage of the US economy for some time. This is the state of affairs that we find ourselves in today. It is like the bully who has been stealing your lunch money for years. How do you deal with it? You could keep paying or you could stop the bully. Now, how would you do that? You might have to fight the bully and you might get a bloody nose out of it. If you feel that it is worth it in the long term, you know that getting a bloody nose is just part of the solution. It is the same as using the duty to punish Mexico even though, in the short term, it might hurt some US companies or people.

They are like children who say that they do not like any of the food presented to them, but feel that somewhere there is a food that they never heard of that they would like.
